Level 1 gives scanning access to no more than two modified blocks at a time. Users become oriented to the auditory prompts provided in all three groupings (blocks, columns, rows). Through partner-assistance, users are introduced to the auditory icons of the page set. Independent navigation via linking pages is not available to users at this level.
